An import customs declaration cannot be pre-lodged if the previous document is a transit declaration (updated 18 December 2024)

An error has been detected in Customs’ system and it prevents customs declarations for import from being submitted in advance if the previous document is a transit declaration (e.g. N821). If the import is preceded by transit, you should submit the import declaration as an A declaration. We will publish a new notice when we have resolved the error.

Proceed as follows:

An A declaration cannot be submitted before unloading permission has been obtained for the transit.  Therefore, you should always first ask for unloading permission by email from spake.passitus@tulli.fi. If you submit the declaration before doing so, you will receive an error notification and the processing of the declaration will not proceed.
