Persons under the age of 18 are not allowed to bring in snus and nicotine pouches Finland.

Traveller imports of snus

During one calendar day, you can bring in a total of 1 000 grams, or 1 kilogram of

  • snus
  • nasal tobacco
  • chewing tobacco.

This means that during one calendar day, you can bring in for example 800 grams of snus and 200 grams of nasal tobacco. There are no restrictions on the flavours or nicotine content of snus.

You can bring in snus, nasal snus and chewing tobacco only for your personal use. You are not allowed to bring in them for family members or as gifts.

The same instructions apply regardless of whether you bring in products from within the EU or from outside the EU.

Traveller import of nicotine pouches

You can bring nicotine pouches to Finland from your travels.

So far, the quantity of nicotine pouches has not been restricted, but the situation will change on 1 February 2026. From then on, you can only bring in 1 000 grams, i.e. 1 kilogram, on one occasion. There are no restrictions on flavours or nicotine content of the pouches.

When you arrive from outside the EU, note the following

If you wish to import snus or nicotine pouches free of tax, you should note the value limits. When you arrive from outside the EU, the allowed maximum value of snus, nicotine pouches and all other goods you bring from your travels is

  • 430 euros when you arrive by air or sea
  • 300 euros when you arrive by other means.

If the value limits are exceeded, you must pay taxes and possible customs duty on the goods.

When you arrive from outside the EEA, the duration of your trip may affect your right to import snus and nicotine pouches. The EEA countries include the EU member states as well as Iceland, Liechtenstein and Norway.

  • If you live in Finland and you arrive in Finland from outside the European Economic Area (EEA) other than by air and your journey has lasted no more than 24 hours, you are not allowed to bring in tobacco products, nicotine liquids, snus, nicotine pouches or any other nicotine products.
    • Exception: You are allowed to bring in the products to Finland if it is apparent that you obtained them before you left Finland.
  • If you live outside the EEA, arrive in Finland other than by air, and stay in Finland for no more than three days for a purpose other than transit, you are not allowed to bring tobacco products, nicotine liquids, snus, nicotine pouches or any other nicotine products.
    • Exception: You are allowed to bring in products if it is apparent that the products are intended for your own use during your stay in Finland.
