In future, the quantity of bulk goods provided in the exit summary declaration can be amended 

An exit summary declaration cannot be amended after it has been accepted and a loading permission has been obtained. An exception to this are bulk goods (such as unpackaged liquid fuels, cereals, fertilisers). If the loaded quantity does not match the quantity in the declaration, it can be amended afterwards.

How to amend the quantity of bulk goods provided in the exit summary declaration from 22 November 2025

Until now, the correct loaded quantity has been provided using the “Contact Customs” function in the Customs Clearance Service or using the message free-form contact (FI539). In future, the quantity can be amended after loading directly in the declaration. This requires that you use the additional information code “FIXBL – Bulk loading”. If you submit exit summary declarations for bulk goods in the Customs Clearance Service, you must add the additional information code FIXBL already when submitting an exit summary declaration, so that you can amend the declaration after receiving the loading permission. Message declarants provide the correct quantity and the additional information code with an amendment request message (FI613).
