Import and export statistical enquiries become digital in May 2026

As of 23 May 2026, Customs will send import and export statistical enquiries digitally as additional information requests through the Customs Clearance System. Previously, statistical enquiries were sent by mail.

Customs sends statistical enquiries to customs declarants for checking that the information on which statistics are compiled are provided correctly in customs declarations. Enquiries are primarily sent to declarants who can also be representatives.

How will you be informed about a statistical enquiry?

As of 23 May 2026, statistical enquiries are primarily submitted in the following ways:

  • with a message in the Customs Clearance Service if you have submitted a customs declaration in the Service
  • with a request message for additional information if you have submitted a customs declaration in message format (FI452 in import, FI552 in export).

If a representative has submitted the original declaration in message format, but the importer has chosen the Customs Clearance Service as the transaction channel for example for making an amendment request, the statistical enquiry is sent to the Customs Clearance Service. In such cases the respondent must be an importer, not a representative.

When a statistical enquiry is submitted to the Customs Clearance Service, you will also be notified by email. The email contains the movement reference number (MRN) of the declaration that the statistical enquiry concerns.

Request amendment when needed

Be sure to reply to the statistical enquiry which you will receive as an additional information request within the give time period either in the Customs Clearance Service or in message format (FI453 in import, FI553 in export).

In your reply to the additional information request, you can comment on whether the information in the customs declaration is correct. If the information is not correct, you should request an amendment of the information after replying to the additional information request by submitting an amendment request either in the Customs Clearance Service or in message format (FI413 in import, FI513 in export).

If an importer or exporter receives the statistical enquiry exceptionally by mail, and a representative has submitted the original declaration by message, the importer or exporter should request the required amendment primarily in the Customs Clearance Service.

Software developers: statistical enquiries will have their own type codes

Message declarants can differentiate statistical enquiries from other additional information requests from Customs based on declaration type code TKY. The declaration type code is visible in FI452 messages in import and FI552 messages in export in the notification category. The code will be added to message description code list NCL097 during spring 2026.
