ICS2 safety and security declarations on entry – updated list of stop words in goods descriptions

An entry summary declaration (ENS) must be submitted to the Commission’s ICS2 system for goods arriving in Finland from outside the EU. The EU monitors ENS data quality, and e.g. the goods description must be precise enough.

The Commission updated the list of unacceptable phrases at the end of July 2025: List of stop words for Trade. The list has been published in the publicly available Circabc Group “EU Advance Cargo Information System (ICS2)”

The goods description cannot consist only of e.g. “Vegan”, “Attached manifest”, “Spare parts” or “Garments”. However, the Commission temporarily permits the use of some of the descriptions included in the initial list of stop words published in spring 2025.
