Foreign businesses: to start transacting with Customs, register a right to grant mandates

To transact with Finnish Customs, foreign companies must register a right to grant a mandate for an assigned person using the Digital and Population Data Services Agency DVV’s mandate service provided by officials. The registration is also mandatory when a foreign company wants to transact using the EU’s eservices and, when logging in to service, selects Finland as the country where it wishes to be authenticated.

Examples of companies that need to register a right to grant a mandate:

  • foreign carriers that submit presentation notifications for goods transported across the Åland tax
  • border
  • foreign shipping companies or airlines that submit temporary storage declarations to Finland
  • foreign airlines that submit presentation notifications to Finland after submission of the new entry
  • summary declaration to be submitted to the Commission
  • foreign airlines that submit the new entry summary declarations to the Commission via its STI-STP
  • service and, when logging into the service, select Finland as the country where they wish to be
  • authenticated
  • foreign businesses applying for an authorisation to act as a message declarant and testing messages with Finnish Customs.
