Export declarants: changes to how the details of the means of transport are provided for the export procedures 21 and 22

The EU’s final rules for export declarations were deployed on 15 December 2025. At the same time, changes were made to how the details of the active border transport are provided.

The details of the active border transport means are not provided in the export procedures 21 and 22

If the export procedure is 21 or 22, the identification, type of identification and nationality of the active border transport means may not be provided in the export declaration.

In message exchange, the data elements “Identification number of transport means”, “Type of identification” and “Nationality” of the active border transport means are left out. The export rule C0890 is related to this. In the Customs Clearance Service, these fields are left blank, although the details are marked as mandatory in the service.

The active border transport means refers to the means of transport with which the goods exit the EU. It can be e.g. a lorry that carries the goods across the EU land border.

Always provide the mode of transport at the border

However, the details of the active border transport means are provided in the export procedures 10, 11, 23 and 31.

The mode of transport at the border (e.g. “1 – Sea transport”) must be provided in all cases.

The EU is reviewing this rule. If the rule is changed, Customs will provide more information on the matter separately.
