As of 1 March 2024, the Union status of goods must be proved with an electronic notification submitted to the Commission’s new Proof of Union Status system (PoUS). The use of T2L and T2LF documents will end. The MRN issued for the notification submitted to the PoUS system must be presented electronically when the goods arrive. Authorised issuers of T2L(F) documents (holders the ACP authorisation) will also have to submit the notifications electronically.

  • During the period 1 March–2 June 2024, how to present Union goods arriving in Finland if an electronic notification has been submitted for them to the PoUS system
  • How to present goods if no electronic notification proving the Union status has been submitted to the PoUS system

Authorised issuers can still use a manifest

Authorised issuers of T2L(F) documents can, for the time being, continue using the shipping company's manifest for proving the Union status. The data content of the manifest is described in the authorisation instructions for authorised issuers and in Article 126a of the Delegated Regulation (EU 2015/2446).

The shipping company’s manifest will be replaced with an electronic notification on 15 August 2025.
