Changes in declaration of packages for temporary admission

Previously, a standard customs declaration was required for placing re-usable packages under the temporary admission procedure. In certain cases, it has been possible to declare them with an oral customs declaration. Packages that can be imported with an oral customs declaration can now be placed under the temporary admission procedure also with a measure that can be regarded as submitting a customs declaration (a so-called active measure). This change concerns only re-usable packages that have permanent markings that enable the identification of a person established outside the EU or within the territory of the EU.

Upon importation, packages that are to be imported temporarily can be either full or empty. They can be full when after unloading they are to be re-exported outside the EU, either as full or empty. The packages can be empty when they are to be used for packing export goods. If the packages declared through a measure regarded as submitting a customs declaration are arriving empty, you may have to submit an entry summary declaration on them. An entry summary declaration is submitted for empty packages in the same way as for empty means of transport. Read more about declaring empty packages and means of transport. 

Changes in declaring goods for temporary admission are discussed in the Commission Delegated Act (EU) 2023/398. The Act entered into force on 14 March 2023.
