Accessibility statement: Commodity code service Fintaric

Finnish Customs is committed to making its websites and online services accessible in accordance with the Act on the Provision of Digital Services (306/2019).

This accessibility statement concerns the commodity code service Fintaric.

Accessibility of the service

Current accessibility of the content of the service: partly meets the requirements laid down in the Finnish Act on the Provision of Digital Services.

Known problems with accessibility

The service still has some usability problems. The recognised problems with accessibility are described below. If you notice a problem in the service that is not included in the list, please contact us.  

The following content does not meet the requirements laid down in the Act on the Provision of Digital Services and will be fixed as soon as possible.

Contrasts

  • The service includes several blue-coloured links with insufficient contrast against grey and blue-grey backgrounds. (WCAG 1.4.3)
  • The service includes tables in which column headers are poorly distinguishable when accessed on mobile devices or when using enlarged text on a computer. (WCAG 1.4.3)

Links

  • The service includes links and link texts that lack descriptive content. (WCAG 2.4.4)
  • Some links are missing a link role. (WCAG 4.1.2)

Forms

  • Some form fields do not indicate to screen reader users that they are required. (WCAG 3.3.1)
  • Some form elements, including checkboxes and menus, lack programmatically or visually associated labels. (WCAG 3.3.2, 1.3.1)
  • Not all form fields provide screen reader users with information about input errors or missing required data. (WCAG 1.3.1) 
  • Some menus may be incorrectly identified by screen readers as plain text input fields. (WCAG 4.1.2)
  • Certain menus are not fully accessible via screen readers or keyboard navigation. (WCAG 2.1.1) 
  • Some menus in the service may behave unpredictably when using keyboard navigation. Attempting to open dropdown menus with the keyboard (Enter key) may result in unintended behaviour, such as opening a new tab, reloading the page, or shifting focus. (WCAG 3.2.2)

Language

  • There are sections of the Finnish-language service that are in English. The language attributes of these sections are incorrect, which causes screen readers to mispronounce the content. (WCAG 3.1.2)

Focus movement in the service

  • Both keyboard focus and screen reader focus are sometimes moved to illogical locations. For example, when browsing commodity codes through the Goods tree, the screen reader focus is not moved to the beginning of the newly opened tab, but instead remains in the middle of the new content. (WCAG 2.4.3)

General considerations regarding the structure

  • Browsing commodity codes with a screen reader is difficult due to the numerous table structures. Many of these tables also include extra columns that are hidden from visual view. (WCAG 1.3.1)
  • Some headings in the service are not programmatically marked as headings. (WCAG 1.3.1)
  • Certain links and buttons within the service are occasionally unavailable or inaccessible to users. However, screen readers do not always indicate that such elements are unavailable or inaccessible. (WCAG 4.1.2)
  • In certain areas of the service, empty space around elements has been introduced by inserting blank line breaks. Screen readers detect these blank line breaks, which can cause certain sections to appear confusing or unclear.  (WCAG 1.3.1)

Notifications

  • If there are errors in the data entered in the Calculation section, the screen reader user is not notified that the process has not proceeded to the next step. (WCAG 4.1.3)

Meursing table 

  • The table structure is challenging, and screen reader users may not gain a clear understanding of its content. The Meursing code can also be determined using the Fintaric calculation tool.
