Transition period for declarations on movements of goods in temporary storage

New entry declarations involving temporary storage have been lodged in the Customs Clearance Service since 5 November 2022. In the service, storage operators can also submit electronic declarations for goods in temporary storage which are moved between two storage facilities. The electronic declarations can be submitted either in the Customs Clearance Service or via message exchange, and the declarations in table format lodged after the temporary storage declaration are no longer used.

Electronic declarations on movements can be lodged when a temporary storage declaration of the new format has been submitted for the goods. If the dispatching storage facility submits an electronic notification on the movement, the receiving storage facility must also submit an electronic declaration.

Declarations in table format can be used over a transition period

Despite submitting the temporary storage declaration in the new format, storage operators are allowed to notify movements in table format until 28 February 2023. See the Customs website for more specific guidance on lodging a movement declaration in the form of a table.

After the transition period, the declarations in table format can only be used in the following cases:

• The transport operator has submitted an entry summary declaration via the Arrival and Exit Declaration Service or in message format (AREX) for goods arriving from a port or airport outside the EU.
• The dispatching storage facility has applied for status as a message declarant but has not completed customer testing for the movement declarations by 1 March 2023, and has therefore been granted a company-specific transition period.

If needed, your company can apply for a transition period for the movement declarations. Send a free-form application by email to the address UCC(at)tulli.fi no later than 13 February 2023. Customs will grant transition periods for the movement declarations only until 1 June 2023.
