The decision on release is sufficient if the export declarant, for technical reasons, doesn’t receive a certification of exit for a declaration submitted to the Export Declaration System (ELEX)

New export declarations were introduced in the Customs Clearance Service on 5 October 2024, and message declarants started submitting export declarations to the Customs Clearance System (UTU) during 5 October 2024–4 November 2024. In connection with the introduction of the declarations, there have been disruptions, which is why the submitter of the declaration doesn’t always receive a certification of exit as planned.

Disruptions where decisions on release with certification of exit aren’t printed out for any export declarations

At first, Customs didn’t generate any certifications of exit or decisions on release with certification of exit due to technical errors in the system during the period 5–15 October 2024. Similar situations have also occurred after this and may occur in the future. 

No certifications of exit or decisions on release with certification of exit are sent retrospectively regarding exports that have exited during the disruption. The disruption concerns both message exchange and declarations submitted in the Customs Clearance Service or in the Export Declaration Service (ELEX).

We will notify message declarants of disruptions separately with disruption notices.

No PDF document of exit certification is generated for export declarations submitted via message exchange to the Export Declaration System (ELEX)

During 5–28 October 2024, message declarants received the certification of exit sent by Customs only with the export notification FI599 in the new format, even though the export declaration was submitted via message exchange to the Export Declaration System (ELEX). During this time, message declarants haven’t received decisions on release with certification of exit (PDF documents). Message declarants who haven’t been ready to receive the export notification FI599 in the new format haven’t received any confirmations for exit for export consignments. The problem concerns export consignments which exited during 5–28 October 2024 and for which the export declarations were submitted to the Export Declaration System (ELEX). 

From 28 October 2024, message declarants have received, for exiting export consignments declared in the Export Declaration System (ELEX), not only the export notification FI599 in the new format but also the TPV message, which was in use in the Export Declaration System. However, due to the change concerning the reference number used in the TPV message, all message declarants can’t receive these TPV messages. 

From 5 October 2024, online declarants who have submitted declarations in the Export Declaration Service have received the decision on release with certification of exit in PDF format except during general disruptions. However, the PDF document has come to the Customs Clearance Service, even if the export declaration had been submitted in the Export Declaration Service (ELEX). 

The decision on release is sufficient, if no decision on release with certification of exit has been received from Customs 

The decision on release can be accepted as sufficient proof of tax-exempt sales outside the EU. The decision on release is accepted as proof if the declarant, for technical reasons, hasn’t received a decision on release with certification of exit from Customs for an export consignment that has exited or exits the EU after 4 October 2024.

Customs has notified the Finnish Tax Administration of the disruptions concerning certifications of exit. In such cases, the Tax Administration can, if necessary, check the certification of exit from Customs’ data.
