Errors detected in the processing of the new export declarations – what to do if problems occur

Customs introduced new export declarations in the Customs Clearance Service on 5 October 2024. At the same time, some of the message declarants also started submitting export declarations to the new Customs Clearance System (UTU). Some errors have been detected in the processing of the new export declarations. Here you can read what to do. Customs will inform of any changes to the instructions.

What to do if you have problems with the Arrival at Exit notification

From 5 October 2024, carriers must submit a new Arrival at Exit notification. If the notification contains a reference to an export declaration submitted in the Export Declaration Service or via message exchange to the ELEX system, the submitter of the notification may receive an error notification or the notification may be rejected for technical reasons. If you receive the error notification “The MRN cannot be found” or the notification is rejected for technical reasons, notify Customs of the MRNs of the export declarations for which you can’t send an Arrival at Exit notification. Send the MRNs by email to spake.vienti(at)tulli.fi. When new export declarations are referred to in the Arrival at Exit notification, these errors don’t occur.

No exit certification received concerning ELEX export

From 5 October 2024, online declarants receive the decision on release with certification of exit in PDF format in the Customs Clearance Service, even if the export declaration was submitted in the Export Declaration Service (ELEX). However, no decisions on release with certification of exit were generated during 8–15 October 2024.

From 5 October 2024, message declarants receive certification of exit for an export declaration submitted via message exchange to the ELEX system in two ways: with the TPV message (FIExportResponse) in the ELEX system and with the notification FI599 in the Customs Clearance System. The customer can choose which certification message to retrieve. However, no decisions on release with certification of exit were generated during 8–15 October 2024. 

Please note that, in the TPV message in the ELEX system, the reference number isn’t the 17-character transaction identifier of the ELEX export. Instead, the reference number is the 18-character MRN issued for the ELEX export.

The decision on release replaces the certification of exit in cases where no decision on release with certification of exit was received from Customs

The decision on release can be accepted as a sufficient document to prove tax-exempt sales outside the EU, if the declarant hasn’t received a decision on release with certification of exit from Customs or if an export message declarant can’t retrieve the TPV message for the export declaration message submitted to the ELEX system due to a changed reference number.

Customs has notified the Finnish Tax Administration of the disruption concerning certifications of exit. 

The disruption occurs only in certifications of exit concerning export declarations submitted to the ELEX system. For export declarations submitted to the new Customs Clearance System, the message declarant receives both an exit certification notification and a decision on release with certification of exit in PDF format.

Provide the invoice for the first goods item

For the time being, the commercial document must be provided as an additional document in the export declaration at goods item level. From 12 February 2025, the commercial document will be provided at declaration header level.

An exception to this is the ship supply declaration, where the commercial additional document is already provided at declaration header level.
