Security data notifications on arriving goods in road and rail traffic

An entry summary declaration (ENS) must be submitted for goods arriving in Finland from outside the EU. In sea and air traffic, the declaration is to be submitted to the European Union’s ICS Declaration Service for safety and security data (STI-STP). The new ICS2 system was taken into use also for road and rail transports in spring 2025.

New entry summary declarations for maritime, road and rail transport operators were introduced on 1 April 2025. However, it has been possible for EU countries to apply for authorisation to continue using the ICS1 system even after that time. Finland has applied for authorisation to use declarations in the ICS1 system for submitting safety and security data on arriving goods even after the due date set by the EU, that is, 1 September 2025. Therefore, it is possible to submit entry summary declarations to the Arrival and exit declaration service (AREX) of Finnish Customs up until 31 December 2025 for goods arriving in the EU via Finland. Correspondingly, on goods that arrive in the EU for example via Lithuania and Hungary, it is possible to submit declarations accordant with the ICS1 system to those countries until 31 December 2025.

Safety and security data on arriving goods can also be submitted with transit declarations of the NCTS5 stage for example to the following countries of the EU’s eastern land border when goods arrive in the EU through them: Latvia, Poland, Slovakia, Croatia and Romania.
