New release document for fallback procedures when warehousing is discharged upon import clearance by a private customer

A new release document for import fallback procedures has been introduced for import clearances by private customers. In the import fallback procedure, goods can also be released from storage on presentation of form 1143 endorsed by Customs (Private person’s declaration of goods imported from outside the customs and fiscal territory of the EU).

When a private customer submits a customs declaration on form 1143 and there is a disruption in the Customs import system, Customs will confirm the form with markings. Private customers should personally deliver the form to the warehouse operator in whose warehouse their goods are held. The warehouse operator will then release the consignment to the customer in exchange for the form. Once the disruption in the system is over, Customs will enter the form contents in the system, and issue a decision on release for the customs clearance. If the warehouse operator uses storage release messages, Customs will send them a decision on release in message format.
