Identification of persons submitting transit declarations as of 2 September 2023

In Finland, new transit declarations will be introduced on 2 September 2023. From then on, transit declarations will be submitted either via the Customs Clearance Service or via message exchange, and the current Transit Declaration Service will no longer be available. Logging into the service requires Suomi.fi identification and, when acting on behalf of a company, the mandate for transactions “Customs clearance”.

Currently, a person can submit a transit declaration in the Transit Declaration Service without identification. In future, this will not be possible.

Private person as the holder of the transit procedure

If a Finnish private person submits a transit declaration where the individual him/herself is the holder of the procedure, the person shall identify him- or herself in the Customs Clearance Service using online banking codes, a mobile certificate or a certificate card.

A non-Finnish private person cannot submit declarations in the Customs Clearance Service, if the person him- or herself is the holder of the procedure. In that case, a customs official at the customs office will fill in the transit declaration on behalf of the non-Finnish private person. These persons must identify themselves with their passport and provide the required declaration details e.g. with a SAD form

If a non-Finnish person submits a transit declaration in the Customs Clearance Service under authorisation from a company, the person must identify him- or herself using the Finnish Authenticator application. Read more on the page “Suomi.fi identification for foreign citizens”.

If the company that is the holder of the transit procedure is not established in Finland and wishes to submit transit declarations in the Customs Clearance Service, the company must register a right to grant a mandate for an assigned person using the Digital and Population Data Services Agency DVV’s mandate service provided by officials. Foreign companies, as in future all other holders of the transit procedure, can appoint a representative for submission of transit declarations.
