Final rules for export will be deployed on 15 December 2025 – things to note for operators

After a transition period, the final rules for export declarations will start to apply on 15 December 2025 at 01.59. When the transition period ends, there will be a service interruption that starts on 14 December at 23.59.

Customs recommends that no export declarations be submitted after 21.00 on 14 December in order to avoid problems in generating response notifications. If you have not received a release decision for your declaration before 23.59, you must submit a new export declaration after the service interruption. This concerns both message declarants and operators who submit their declarations in the Customs Clearance Service.

What should I do when the transition period ends?

There are certain technical differences in the final rules for export declarations compared to the transitional rules. Therefore, it is important to note the following as the transition period ends:

  • The time of presentation (time of acceptance) of pre-lodged export declarations (D and F) must be before 21.00 on 14 December. 
  • Amendment of export declarations made using the transitional rules must be requested before 21.00 on 14 December.
  • Supplementary declarations (Y) for simplified export (two-stage export declarations) must be submitted before 21.00 on 14 December.

If you cannot request amendment of an export declaration made using the transitional rules or submit a supplementary declaration before the end of the transition period, you must submit a new export declaration. Once you have lodged the new declaration, you should request invalidation of the original export declaration.

How do I make the new export declaration?

In the new export declaration, you should provide additional information codes in the declaration header details as follows:

  • FIXFZ, the MRN of the original export declaration.
  • FIXSE, amendment/declaration for an export declaration submitted in the transition period
  • FIXKI, the actual date of export of the goods
  • FICON, the declarant requests processing by Customs

In the new export declaration, provide “Designated location” (code A) as the location. As the qualifier of location, provide “V – Customs office code” and as the code FI002002 (Electronic Service Centre, export).

Customs will send the exit confirmations for the export declarations submitted using the transitional rules as normal after the deployment of the final rules. It is also possible to request invalidation of export declarations made using different rules.
