Entry summary declarations for sea traffic can no longer be submitted in the Arrival and Exit Declaration Service (AREX)

On 3 June 2024, we deployed new entry summary declarations and arrival notifications for sea traffic regarding goods imported on vessels arriving from ports outside the EU. Due to errors in the EU’s ICS2 Declaration Service for Safety and Security Data (STI-STP), Finland allows web declarants within sea traffic to temporarily submit entry summary declarations and subsequent combined arrival notifications and manifest presentations in the national Arrival and Exit Declaration Service (AREX).

Shipping companies and their representatives must start submitting entry summary declarations and arrival notifications in the EU’s ICS2 Declaration Service for Safety and Security Data (STI-STP) as of 12 August 2024.

When you submit a declaration, please note the following:

• For the time being, you should use entry summary declaration type F11.
• For the time being, provide your own EORI number as the seller and buyer EORI number. After October 2024, the seller and buyer EORI number is no longer obligatory on F11 declarations.
• When your goods have arrived in Finland, you should submit the manifest presentation following the arrival notification in the Customs Clearance Service.

Entry summary declaration type F10 cannot be used until March 2025. Currently, F10 declarations cannot be submitted in the ICS2 Declaration Service for Safety and Security Data (STI-STP) or in message format, as related manifest presentations cannot be submitted in Finland, and F10 declarations cannot be used as the previous documents in customs clearances.
