Changes to Customs’ systems on 5 November 2022 – information for message declarants
Customs’ systems will be upgraded on 5 November 2022. Customs’ message declarants are advised to note the upcoming changes.
Changes to message declarations on storage
From 5 November 2022, temporary storage declarations and presentation notifications must be submitted for goods arriving in Finland from EU airports and ports either as a message or through the Customs Clearance Service.
New temporary storage declarations:
- Pre-lodged temporary storage declaration (FI337)
- Amendment request for temporary storage (FI338)
- Temporary storage declaration and presentation notification (FI335)
- Amendment request for temporary storage declaration and presentation notification (FI336)
- Declarations on movement
- Notification of the intended movement (FI376)
- Temporary storage declaration after movement (G5, FI377)
- Notification of finalization of the movement (FI379)
- Amendment request for temporary storage declaration after movement (FI378)
- Unloading report (FI364)
- Hearing request (FI330)
- Hearing response (FI346)
- TSD information (FI319).
Changes to the presentation notification (FI332):
- presentation of a pre-lodged import declaration
- presentation of goods using a consignment note at the tax border
- in addition, small changes to the schema
- added: mode of transport at the border
- added: receptacle identification number for postal items
- order in schema changed: warehouse ID, customs office of presentation

There will be changes in the following import messages:
- Amendment requests (FI413B, FI473B, FI483B)
- Customs declaration (FI415B)
- EIDR presentation notification (FI475B)
- Customs declaration (reduced dataset H7) (FI485B)
- Invalidation request (FI414B)
- Free-form contact request (FI439B)
- Amendment notification (FI403B)
- Rejection notification (FI416B)
- Storage release notification (FI419B) and storage movement permit (FI420B)
- Release notification (FI429B)
- Error notification (FI444B)
- Movement permit (FI445B)
- Release rejection notification (FI451B)
- Additional information request (FI452B)
- Notification of customs debt (FI468B)
- Customs’ notification (FI470B).
The changes may cause longer response times
The system alterations may cause delays in the message exchange and increase the number of incorrect messages. This in turn increases the number of declarations Customs has to process, which may temporarily result in longer response times. We apologise for any inconvenience caused by these changes.
