Trader at exit: you cannot start loading the goods until Customs has sent you an exit release notification for your arrival at exit notification

When the customs office of exit for export goods is in Finland and the goods exit by sea, air or rail, an arrival at exit notification (FI507) must be submitted for the goods. The notification must be submitted before the goods are loaded onto the means of transport, and an exit release notification (FI525) must be received from Customs before loading.

Customs would like to remind that you can load the goods onto the means of transport only after you have received the exit release notification, which also serves as a loading permit.

Customs will also send you a registration notification (FI526), when the arrival at exit notification has been received by Customs’ system. Please note that the registration notification is only a notification that Customs has successfully received your arrival at exit notification, it is not a loading permit.

Wait for Customs to send you an exit release notification

Customs will not necessarily send you an exit release notification (FI525) immediately after receiving your arrival at exit notification. For example, if the export goods have an MRN issued by another EU country, Customs’ system may have to retrieve the details from the country of export.

You must not submit any new arrival at exit notifications (FI507) between Customs’ registration notification (FI526) and exit release notification (FI525). If Customs refuses the loading permit, you will receive an exit release rejection (FI522).

Different traders at exit can submit arrival at exit notifications independently of each other. The loading permit (the exit release notification) is goods-specific and it needs to be requested only once.

Avoid these errors

An arrival at exit notification must not be submitted after loading and exit “just in case”. An unnecessary notification after loading will change the time of loading in Customs’ system and cause an error in the processing of the exit notification (FI590).

The actual date of exit of the goods must be provided in the exit notification (FI590). If you have incorrectly provided a date of exit that is earlier than the date of the exit release notification, the exit notification will not go through.

In what situation is an arrival at exit notification submitted?

Submitting an arrival at exit notification is the responsibility of the trader at exit, usually the carrier that transports the goods from the place of exit. The carrier can use a representative to submit the notification.

The arrival at exit notification can only be submitted when the goods have physically arrived at the place of exit.

The arrival at exit notification and the exit notification are not submitted to Finland, when the customs office of exit of the goods is in another EU country.
