The Commission has released legislation and instructions regarding the Carbon Border Adjustment Mechanism

The European Commission has established and published an Implementing regulation and its annex for the transitional phase for establishing a carbon border adjustment mechanism on 17 August 2023. The transition phase starts on 1 October 2023. It is estimated that the regulation will enter into force in September when it is published in the Official Journal of the European Union.

In preparation for CBAM, the Commission has published material in English on the CBAM information page Carbon Border Adjustment Mechanism (europa.eu). The page contains legislative texts, instructions for importers and operators based outside the EU, as well as the schedule of product-specific webinars.
