Message declarants and software developers who submit monthly ship supply declarations are to apply for message testing
The new monthly declarations for ship supplies will be implemented on 23 May 2026. In the future, monthly declarations on ship supplies must be submitted either in the Customs Clearance Service or with FI586 messages. You can submit monthly declarations on ship supplies only when you have a ship supply authorisation (EIA).
Testing schedule for message exchange customers
If you intend to submit a declaration directly from your system, you can apply for testing starting on 15.1.2026. The testing with Customs will start in February 2026 at the earliest. When your company has submitted its application for testing, Customs will contact you to arrange a date for the testing.
Software suppliers and providers of message exchange services will be the first to do the testing, followed by message exchange customers using their own server certificates.
How do I apply for testing?
If you are already submitting export declarations in message format (application ID: EXP), you should sign in for testing of monthly declarations of export ship supplies. You can send a free-form application to our email address: UCC@tulli.fi..
If you have not previously submitted import declarations via message exchange, you should apply for registration for message exchange in the Authorisations and Decisions Service. You log in to the service using Suomi.fi identification and the mandate code “Applying for customs authorisations”. Message exchange customers must have an EORI number. You can find guidance on how to apply for status as a message exchange customer on the Customs website.
If you have previously submitted other declarations than export declarations to the Customs Clearance System (UTU), you should request amendment of the message exchange decision (SSA). Your previous decision is shown in the Authorisations and Decisions Service. If your previous decision is not available, click on “Uusi hakemus” (New application).
Who are required to do testing?
Software suppliers and service providers are required to process all test cases involving monthly declarations regarding ship supplies with Customs.
If a message exchange customer purchases the software from a software supplier, but the customer submits the messages from its own server, the customer must test a few of the test cases with Customs.
If, on the other hand, the message exchange customer’s messages are generated on and submitted from the server of a provider of message exchange services, the customer is not required to test the declarations. Even in this case, however, the company must submit an application for message exchange to Customs. Submit your application primarily by email to ucc@tulli.fi.
