Importer: You can receive an automated decision on revision even when you provided grounds in writing

Customs uses automated decision-making in processing applications for revisions when the chosen type of claim is “OIK – Changes to declared information”. It is possible to obtain an automated decision regarding a claim when the applicant has changed details that do not affect the customs value or taxation.

Customs now uses automated decisions in such revisions also when appellants provide written grounds in their applications. Automated decision-making does not consider written grounds or attached additional information. This means that written grounds do not automatically refer applications to officials for processing.

You can ask for an official to process your claim for revision

If you wish for an official to process a claim for revision, you should add the additional information code “FICON – Declarant requests the contact of the Customs Officer” in the additional information section of your customs declaration regarding the consignment to undergo customs clearance. Be sure to use the additional information code e.g. when you make changes to specific details in your declaration and simultaneously request changes to other details, such as information that affects customs value.

If your claim for revision concerns changes to information that affects customs value or taxation (for example the price of goods, commodity code or country of origin), the claim is forwarded to an official for processing. In such cases, the additional information code is not required.
