Changes to provision of import restrictions in customs declarations after 22 November 2025

Customs’ systems will be upgraded on 22 November 2025. This will affect how condition codes beginning with Y and any additional information on them should be provided in the import declaration.

If the condition code beginning with Y requires additional information, the condition code and the additional information must currently be provided as an attachment. The additional information is required e.g. for the condition codes for F-gases and cultural goods. Until 22 November, the condition codes beginning with Y that require additional information must be provided as an attachment. After this, they must not be provided as an attachment via message exchange or in the Customs Clearance Service.

Changes for message declarants

After 22 November, all condition codes beginning with Y and any additional information on them will be provided in the data group “Additional reference”. The condition code will be provided in the data element “Code”. If the condition code beginning with Y requires additional information, it will be provided in the data element “Reference number”.

Changes in the Customs Clearance Service

All condition codes beginning with Y will be provided by selecting the condition code under “Certificates”. The service will move the selected condition code under “Additional references of documents and certificates”. If the condition code beginning with Y requires additional information, it will be provided in the field next to the condition code.
