Changes to providing the statistical value in export declarations from 3 March 2025 – the MIGs have been updated

Providing the statistical value in export declarations will change on 3 March 2025. The changes concern declarations submitted in the Customs Clearance Service as well as declarations submitted via message exchange. The changes are also reflected in the message implementing guidelines (MIGs) for export and exit, and software developers may have to update their software.

On 23 January 2025, Customs published the latest version of the MIGs for export and exit, which contains these changes. In addition to the changes concerning the statistical value, the description of the data requirements for the storage release notification (FI519) has been added to the MIGs.

The provided statistical value must be higher than zero

So far it has been possible to provide zero as the statistical value in new export declarations. In future, however, the provided statistical value must be higher than zero.

The MIG rule R0021 has permitted the use of the value zero as the statistical value in the export declarations FI515, FI585 and FI595. In future, the rule R0021 can no longer be applied to the statistical value. 

The statistical value will be required also for re-export and for export across the tax border

According to the transitional period rule NB1887 for export, the statistical value has been optional e.g. in re-export declarations. This rule has been deleted from the new MIGs, so in future, the statistical value must always be provided in re-export declarations.

Customs has also deleted the export declaration rule NC5028, according to which the statistical value was optional when exporting goods across the tax border, e.g. from the Åland Islands to another EU country. In future, the statistical value must also be provided in export declarations for export across the tax border.
