Suomi.fi identification and authorisations will be deployed in import declarations as well as in arrival and exit declarations as of 6 June 2020

In import declarations as well as in arrival and exit declarations (Arex), Suomi.fi identification and authorisations will be introduced on 6 June 2020.

Suomi.fi identification and authorisations will replace Katso identification in all of Finnish Customs’ services and in all public administration in Finland. For the time being, Katso ID and roles can still be used by businesses, but we recommend the use of Suomi.fi identification, which is based on strong identification.

Strong personal identification is used when logging in to the Suomi.fi service, i.e. online banking codes, a mobile certificate or a certificate card.

The CEO of a company that submits declarations must grant a mandate in the Suomi.fi e-Authorizations service

Authorising changes so that almost everyone who submits declarations will need to have an electronic mandate before submitting a declaration. The mandate is granted by the company’s CEO or by another person with signatory rights or by a person authorised by either of these persons to grant a mandate. The mandates are created in the Suomi.fi e-Authorizations service. In both the Import Declaration Service and the Arrival and exit declaration service (Arex), the mandate theme used is Customs clearance.

If the CEO or another person with signatory rights submits the declarations, no mandate is required.

If someone other than the CEO submits the declarations, the CEO must grant them a mandate in the Suomi.fi. The CEO of the company can also grant someone else in the company the right to grant a mandate to other persons so that they can submit declarations.

If the company uses a representative company (accounting firm or forwarding agency), the representative can be authorised in Suomi.fi or the company can choose the manner of authorisation. At the moment, regarding arrival and exit declarations, the representative must be authorised in Suomi.fi. When the representative is authorised in Suomi.fi, the CEO must grant the representative a mandate for transactions.

The CEO of the representative company must also grant mandates to their employees.

If the company authorises the representative in Suomi.fi, the representative company must be granted a mandate for transactions by the authorising company. 

If the CEO of the representative company submits the declarations, the CEO must grant himself/herself a mandate to represent in Suomi.fi.

If someone other in the company than the CEO submits the declarations, the CEO must grant the person a mandate to represent in Suomi.fi. The CEO of the company can also grant some other person in the company the representative’s right to grant a mandate to authorise other persons to submit customs declarationxs.

Who cannot as of yet use Suomi.fi identification and authorisations?

Suomi.fi authorisations cannot be used as of yet by businesses and corporations that do not have any persons authorised to represent them entered in the Finnish Trade Register, the Finnish Business Information System (BIS) or the Finnish Register of Associations.

Such businesses and corporations are, among others:

  • general partnerships and limited partnerships that do not have a CEO, a deputy CEO or any persons authorised to represent them individually entered in the Trade Register.
  • associations that do not have any persons authorised to represent them individually entered in the Register of Associations.
  • corporations, such as municipalities, parishes, educational institutions, foundations, business partnerships, death estates and public authorities, that do not have any representatives entered in the register.
  • foreign businesses that do not have any representatives entered in the Trade Register.

Suomi.fi identification cannot be used as of yet by persons who do not have a Finnish personal identity code.

If you belong to one of these groups, you can start using Suomi.fi identification and authorisations later in 2020.
