Suomi.fi identification and authorisations are implemented in Intrastat declarations from 17.3.2020.

Suomi.fi identification and authorisations will replace Katso identification in all of Finnish Customs’ services and in all public administration in Finland. For the time being, Katso ID and roles can still be used by businesses, but we recommend the use of Suomi.fi identification, which is based on strong identification.

A strong personal identification is used when logging in to the Suomi.fi service, i.e. online banking codes, a mobile certificate or a certificate card.

The CEO of a company, which is liable to provide Intrastat data, must grant a mandate in the Suomi.fi e-Authorizations service

The granting of a mandate for Intrastat declarations changes, so that nearly all who make declarations need an electronic authorisation before making a declaration. A company’s CEO or any other person with the right to sign for the company grants the mandate. The mandates are created in the Suomi.fi e-Authorizations service.

If the CEO (or another person authorised to sign on behalf of the company), makes the Intrastat declarations, no mandate is required.

If someone else in the company makes the Intrastat declarations instead of the CEO, then the CEO must grant them a mandate in the Suomi.fi e-Authorizations service. The CEO of the company can also grant some other person in the company the mandate to authorise other persons to make Intrastat declarations. 

If the company uses a representative company (an accounting agency or forwarding company), the CEO must grant the representative company a mandate to act on behalf of the company in the Suomi.fi e-Authorizations service. 

The mandate used for Intrastat declarations is Statistical declarations on intra-EU trade flows.

The CEO of the representative company must also provide their employees with mandates

The representative company must first receive a mandate in the Suomi.fi e-Authorizations service from the company, which is liable to provide Intrastat declarations.   

If the CEO of the representative company makes the Intrastat declarations on behalf of the company, then the CEO must grant himself/herself a mandate to represent in the Suomi.fi e-Authorizations service.

If someone else in the company makes the Intrastat declarations instead of the CEO, then the CEO must grant the person a mandate to represent in the Suomi.fi e-Authorizations service. The CEO of the company can also grant some other person in the company the representative’s right to grant mandates to authorise other persons to make Intrastat declarations.

Suomi.fi identification and authorisations cannot yet be used for Intrastat declarations by a

  • foreign person or company
  • business partnership, deemed partnership, joint administration and public organisation
  • company, in which two or more persons jointly have signatory rights.

If you belong to one of these groups, you can start using Suomi.fi identification and authorisations in Intrastat declarations later in 2020.
