After 1 May 2019, the transit principal authorised consignor can only use seals especially approved by Customs. Using seals requires a separate authorisation.
The authorised consignor must apply for the authorisation for the use of seals as soon as possible, unless it has already been applied for. The processing time can take a maximum of 120 days.
An authorisation for the use of seals of a special type (SSE) is applied for from the Customs Authorisation Centre with the form 1012s (in Finnish) - Authorisation for transport or temporary warehousing (completion instructions to the form, also in Finnish).
A manufacturer’s assurance stating that the seals fulfil the requirements of the new Customs regulation must be attached to the application. The requirements can be found in the authorisation instruction.
