Be among the first to submit your customs warehousing declarations electronically

As of 2019, all customs warehousing declarations are to be submitted electronically. You can submit your declarations to the new customs clearance system either through our web service or via direct message exchange from your company’s system. At the initial stage, submitting electronic declarations is possible only for companies selected to take part in the piloting.

If your company's line of business involves customs warehousing declarations, you can sign up for piloting. We ask you to register for web declaration pilot programme by 30 November 2018, and for the pilot programme for direct message exchange by 21 December 2018. You can send a free-form application to our email address, UCC(at)tulli.fi.

Our preliminary plan is as follows:

  • The web service will be open to pilot companies in February 2019 and to the public in March 2019.
  • Testing for pilot companies in direct message exchange and production piloting will take place in late spring 2019.

Message exchange will be tested with direct message exchange declarants (companies that compose and transmit messages themselves) and with service provider companies.

We offer instructions to pilot companies prior to starting electronic declarations, as well as support during testing and the initial stages of production. Customs will select the pilot companies for web declarations by 21 December 2018. The pilot companies for message exchange will be selected during January 2019. Priority will be given to “Tulli+” customers. For a company to take part in piloting, it is required that Customs re-assesses its customs warehousing authorisation.

We will release more information on the schedule for electronic declarations in December.
