Starting transits at customs offices as of 1 January 2019

To ensure that customers are all treated in the same way, Finnish Customs will harmonise the process of releasing goods for the transit procedure at all customs offices in Finland as of 1 January 2019. Holders of the standard transit procedure, warehouse keepers and temporary storage operators will notice that holders of the procedure using the standard transit procedure will not get their goods released for the transit procedure before the goods or the transport unit have been sealed. The goods description of goods that are left unsealed must be sufficiently detailed for easy identification, including the quantity and nature of the goods as well as any special features such as serial numbers.

An authorised consignor who seals the goods or the transport unit with their own seals can still act in the same way as before, without physical presentation of the goods or visiting a customs office.

A warehouse keeper or a temporary storage operator can transfer the goods or have them transferred on their own responsibility to the customs office of departure to be placed under the subsequent customs procedure or require that the carrier picking up the goods use the services of an authorised consignor.

The customs office of departure assesses and decides whether the goods can be released for the transit procedure without sealing, i.e. whether the quantity and type of the goods as well as the accuracy of the transit declaration enables release for procedure, so that the goods can be inspected also at the stages that follow the start of the transit.

Discharging the customs warehousing procedure through transit:

  • When customs warehousing is discharged through T1 transit, the MRN and date of the transit must be entered in the records. A copy of the Transit Accompanying Document, if any, shall be attached to the records.

Ending temporary storage through transit:

  • When temporary storage is ended through T1 transit, the MRN and date of the transit must be entered in the records. Customs recommends that a copy of the Transit Accompanying Document be attached to the records, because the reference to the previous document can be checked there.
