Change in controls of waste carriers from outside the EU and the EEA as of 1 June 2019

As of 1 June 2019, Finnish Customs will stop waste carriers arriving from outside the EU or the EEA and control their extracts from the waste management register in connection with the border crossing. If the company is not registered as a waste carrier in the waste management register, Customs will turn the shipment back at the border.

The new control practice will be assessed in connection with the pending waste legislation reform. If the practice is changed, Customs will provide information on it separately. The waste legislation reform is expected to be completed in summer 2020.

The authorities have, in cooperation, drawn up an operational model for approving foreign companies as waste carriers in transboundary movements of waste taking place in Finland. A company established in Finland and registered as a carrier in the waste management register can, as its subcontractors, register carriers from outside the EU and EEA or established in the EU and EEA that cannot register in their own country. The condition for this is that the Finnish company takes responsibility for all the requirements for a waste carrier as provided in section 95 of the Finnish Waste Act. The aim of the new operational model is to ensure equal treatment of the carriers and uniform application of the Act.
