Customs clearance carnet
A person belonging to the crew of a means of transport that provides professional transportation between Finland and a country or territory outside the EU can import goods free of tax when travelling on duty. However, the quantity of goods brought into Finland may not exceed, in one calendar month, the quantity that a traveller is allowed to import free of tax on one occasion.
Another condition for the tax-exempt import is that the importer should enter the goods in a customs clearance carnet which proves that the person is a crew member on a means of transport that provides professional transportation between Finland and a country or territory outside the EU. The customs clearance carnet is issued by Customs, and it should be presented on request.
How do I apply for a customs clearance carnet?
You can apply for a customs clearance carnet in person at a customs office that provides customer service and that issues carnets. It will be issued while you wait. If a customs office that issues carnets does not provide customer service, you can also apply for the carnet by sending the required documents by post to such an office (in that case, a copy of your ID document will be sufficient). The customs office will send you the customs clearance carnet to the address you’ve provided. Customs clearance carnets are not issued through the appointment service.
When applying for a carnet you need to present the following:
- an ID document
- a photograph (passport photo)
- proof of employment, e.g. employment contract
- when renewing a customs clearance carnet, the previous carnet must be returned or proof be provided as to why it cannot be returned
The carnet is issued free of charge and is valid until further notice.
