Providing the location and the proposed control location in the Customs Clearance Service (UTU)

When you are completing an import declaration, the location and the proposed control location must be provided in the declaration.

Providing the location

As the location, provide the location of goods at the time when you are completing the customs declaration. The location doesn’t have to be provided in customs declarations submitted retrospectively or in national tax border declarations. Provide the location as follows:

  • If the goods are in a customs warehouse or in a temporary storage facility when the declaration is submitted, provide the warehouse ID as the location.
  • If the goods are not in a warehouse approved by customs, provide the address details of the location of goods. If the goods are e.g. at the customs office of entry, provide the street address of the customs office. You can check the customs offices and their addresses here. 

Providing the proposed control location

If Customs has decided to inspect the goods, provide the location where you would like the goods to be inspected as the proposed control location. The proposed control location can be the same as the location of the goods at the time when the declaration is submitted. In an import declaration, “A – Designated location” can’t be selected as the type of location.

In the Customs Clearance Service, the proposed control location is provided as follows:

  • If you propose a customs warehouse or a temporary storage facility as the control location, select “B – authorised place” as the type of location. Also provide “X – identification of warehouse” as the qualifier of location, and enter the warehouse ID of the control location (EORI+3+2, e.g. FI1234567-800101).
  • If you propose a customs office as the control location, select “D – other” as the type of location. Also provide the street address of the customs office.
  • If you propose a control point (CP) approved in advance as the control location, select “C – Approved place” as the type of location. Also provide the address details of the approved control point as the address and select “Z – Street address” as the qualifier of location.
  • If you propose e.g. your own warehouse that is not a warehouse approved by Customs or your production facility as the control location, select “D – other” as the type of location. Also provide the street address of the location.

In message exchange, the details of the proposed control location are provided under “Location of goods” as follows:

  • If you propose a customs warehouse or a temporary storage facility as the control location, select “B – temporary storage facility or customs warehouse” as the type of location. Also provide the warehouse ID (EORI+3+2, e.g. FI1234567-800101)
  • If you propose a control point (CP) approved in advance as the control location, select “C – Approved place” as the type of location. Also provide the address details of the approved control point as the address.
  • If you propose a customs office as the control location, select “D – other” as the type of location. Also provide the street address of the customs office.
  • If you propose e.g. your own warehouse that is not a warehouse approved by Customs or your production facility as the control location, select “D – other” as the type of location. Also provide the street address of the location.
