New mode of import declaration – data contents of message-format import declarations now published

Data contents that are compliant with the Union Customs Code will be taken into use in import declarations during 2020 - 21. Customers will submit declarations compliant with new data contents to the new UTU Declaration Management System.

Preliminary message descriptions now published

Preliminary message descriptions which currently cover data contents of import declarations and a class diagram are now available on the Customs website for message exchange customers, Import 2nd phase message descriptions. The final message descriptions cover data contents, a message exchange guide, codes required for declarations, schemas, a class diagram and XML examples. The descriptions will be completed as soon as possible.

Declaration reform is being carried out in stages

  • In late 2020, declarations concerning release into free circulation will be renewed.
  • In late 2021, import declarations concerning special procedures will be renewed, for example declarations on inward processing and end-use.

Be prepared for changes in good time

  • Message exchange customers must update their customs declaration software, and test the software with Customs in October-December 2020.
  • Importers must apply for an EORI number if they do not already have one. 

In December 2019, Customs will arrange an information event on new message descriptions for software developers. We will release further information on the event separately.
