Operator-based message exchange with Customs will be phased out over the years 2020–2021

The new customs clearance system UTU has been introduced at Customs. Once the submission of declaration messages to UTU starts, Customs will no longer support operator-based message exchange. In the case of import declarations, the operator-based message exchange will be phased out by the end of 2020. Declaration messages concerning exports, transits and intra-EU trade (Intrastat) can still be submitted via operators in 2021, as can the safety and security declarations submitted to the AREX system. The plan is to introduce new temporary storage declarations and presentation notifications to be submitted to UTU in 2021.

We advise companies that use operator-based message exchange to start using direct message exchange as soon as possible. This also enables a smoother transition to the new customs clearance system.

We will support our message exchange customers in this transition. Our goal is to provide the option of using several service providers in direct message exchange over the course of 2021.
