Corrections of customs warehousing declarations on bulk goods

Bulk goods can be placed under a customs procedure with the quantity details included in the previous document. Standard customs warehousing declarations and presentation notifications of EIR authorisation holders must be corrected when deviations in goods are noticed after their release for the customs warehousing procedure. The correction procedure for bulk goods is slightly different to the correction procedure for break bulk goods, as it is not always possible to align deviations in the number of bulk goods with an individual declaration.

Correction is requested based on measurement or inventory results

When goods are added to or removed from a warehouse after a previous measurement, correction is requested based on measurements of bulk goods. Correction is not necessary when goods are merely measured without other transactions being involved. Correction is also requested when a warehouse is emptied and deviations are noted in the quantity of goods when compared to the declared quantity.

Correction when there are more goods than what is stated in the original declaration

If a warehouse contains bulk goods in a larger quantity than what has been declared, a correction to the declaration is requested. If non-manifested goods comprise other material than what is stated in the original declaration, an entirely new declaration must be submitted for the goods. In such cases, “ZZZ – Other previous document” is entered as the previous document. The reference to be given for the previous document is the ID of the document on which the observation of deviations is based, along with the date of the observation. The document can be, for example, the measurement report.

Correction when there are fewer goods than what is stated in the original declaration

If a warehouse contains bulk goods in a smaller quantity than what has been declared, a correction to the oldest declaration is requested. If the observed shortage is equal to or larger than the quantity in the oldest declaration, the requested gross weight “0” must be entered on as many declarations as needed to cover the shortage. The quantity to be corrected, the MRN references of the declarations that are to be corrected, and the document on which the correction is based must be specified in the correction request.
