The Suomi.fi mandates you will need

Mandates are needed in transactions with Customs, if a person who is not the CEO of the company or who does not have signatory rights takes care of the company’s transactions with Customs. Note that also the managing director of a representative needs a mandate.

Below is a list of mandates for customs transactions, which the CEO or a person authorised by the CEO grants in Suomi.fi e-Authorizations

Mandate: Statistical Intrastat declarations on trade between EU Member States

With this mandate, the authorised party, or assignee, can view and submit statistical Intrastat declarations on the trade between EU Member States on behalf of the authorising party, or assignor, as well as send and receive messages related to the declarations.

This mandate is used in the Intrastat Service.  

Mandate: Customs clearance

On behalf of a mandating party, a mandate holder can 

  • submit declarations and information for customs clearance
  • browse submitted declaration and related decisions
  • submit and receive messages relating to customs clearance
  • request confirmation of Union status.

This mandate is used in our following services:

  • The Customs Clearance Service (import, customs warehousing and entry declarations, Åland tax border declarations and recapitulative statements by customers with Åland tax border numbers)
  • Arrival and exit declaration service (AREX)
  • Export Declaration Service
  • Attachment Upload
  • EORI Number Registration Service
  • Import Declaration Service for private persons
  • ICS2 Declaration Service for Safety and Security Data (STI-STP)
  • Proof of Union Status (PoUS) system

Mandate: Viewing authorisations for customs operations 

This mandate allows the assignee to view valid customs authorisations on behalf of the assignor. This mandate is used in our following services:

  • Authorisations and Decisions Service
  • BTI service
  • Customs Decisions System (CDS)
  • REX system for registered exporters

Mandate: Applying for authorisations for customs operations

The assignee can view valid customs authorisations, create, supplement and send in authorisation applications, as well as send and receive messages related to applications and authorisations on behalf of the assignor.

This mandate is used in our following services:

  • Authorisations and Decisions Service
  • BTI service
  • Customs Decisions System (CDS)
  • eAEO service
  • INF service for special procedures
  • REX system for registered exporters.

Mandate: Message exchange with Customs

This mandate allows the assignee to send declarations and receive replies related to customs operations in message format on behalf of the assignor.

This mandate is used in the message exchange testing service.

Mandate: Managing settings in customs message exchange

This mandate allows the assignee to manage settings and information pertaining to customs message exchange and programme interfaces on behalf of the assignor.

The mandate is used in managing ICS2 message exchange attributes in the EU Customs Trader Portal.
 
Mandate: Viewing of customs activity customer data

The assignee can view valid customs activity customer data.

The mandate is used in the “My details” service.

Mandate: Declaring information related to the Carbon Border Adjustment Mechanism

The party authorised with this mandate can, on behalf of an authoriser, submit reports and declarations required by the Carbon Border Adjustment Mechanism (CBAM).

This mandate is used in the Carbon Adjustment Mechanism (CBAM) reporting service.
