Warehouse authorisation holders can receive notifications on the release of goods or on transit permits directly from Customs

A warehouse authorisation holder can receive from Customs a warehouse release message on goods in their warehouse that have been placed under the following customs procedure. Correspondingly, warehouse authorisation holders can receive notifications on transit permits directly from Customs. It is possible to receive a warehouse release message or a transfer permit message on declarations submitted to the new Customs Declaration Management System (UTU).

When import declarations submitted by businesses are renewed at the end of 2020, customs warehouse authorisation holders and temporary warehouse authorisation holders can be receive messages on warehouse releases and transfer permits from Customs through the UTU system. It is already possible for temporary warehouse authorisation holders to receive notifications on releases of goods directly from Customs in message format when the import declaration is submitted by a private customer.

If a warehouse authorisation holder starts using messages on warehouse releases and transfer permits, they will replace the current decisions on release and transfer permits submitted by the declarant to the warehouse. Based on a warehouse release message, the warehouse keeper can be sure that the goods are placed under the following customs procedure, and can therefore release the goods. Warehouse authorisation holders are still responsible for releasing the correct goods in correct quantities. The warehouse transfer permit message (FI420A) and the warehouse release message (FI419A) have the same contents.

Warehouse release messages or transfer permit messages sent by Customs can be archived in temporary warehouse bookkeeping in machine-readable form. Customs does not require a paper release document for bookkeeping. The archiving period will remain as it is.

If you are a warehouse authorisation holder and wish to start using warehouse release messages or transfer permit messages, your company must be a message exchange customer of Customs. You can apply for customer status through Customs e-service. You must test your messages with Customs. Testing is set to begin in October.
