Message exchange customer prepare yourself for the testing of new import messages

Standard import customs declarations are renewed in Finland at the end of 2020. Furthermore, an import declaration for low value consignments will be introduced. The new import declaration messages must be tested with Customs prior to their introduction.

Timetable

A customs declaration with less information than in the standard import declaration can be submitted for low-value goods (no more than 150 euros). If the company wishes to use it from 1 January 2021 onwards, the changes must be tested together with Customs in October–November 2020. At the same time, we recommend that the company tests the other import declarations that will be renewed.

If the company does not submit declarations for goods of low value (FI485A) or customs warehousing declarations, the testing must be successfully performed by 31 March 2021. The testing time should always be agreed with Customs.

Application for testing

Import message exchange customers must send to Customs an application for message exchange. During summer, we are renewing the import declarations in the Message exchange application service and we will inform our customers when the service has been updated. To use the service, an EORI number and Suomi.fi identification is required. After receiving the company’s application, Customs suggest a time for testing.

All test cases regarding import are tested by the software suppliers and service providers together with Customs. The actual message exchange customers test a few test cases together with Customs in the message exchange testing service. Message exchange customers who use a service provider, do not need to perform tests together with Customs. However, the customer test environment is available to message exchange customers 24/7. The customer test support provides customer service during agreed scheduled testing.

It pays to prepare for the customer testing in time

The testers must have Suomi.fi identifications and the mandate code ‘Message exchange with Customs’ for the Message exchange testing service. Get them well in advance before the testing starts. More information on how to identify yourself and grant mandates is available on our website.

Since there is a great number of companies, we first test companies who submit message declarations for customs warehousing or who’s message exchange volume will grow significantly because of declarations regarding goods of low value. If the company does not carry out the testing at the agreed time, the testing might have to be postponed to a much later date.
