If you are importing goods from Turkey, A.TR and EUR.1 movement certificates that have been electronically verified in Turkey cannot be used to apply for preferential treatment

At the moment, A.TR. and EUR.1 movement certificates that have been verified electronically in Turkey are missing signatures by the Turkish authorities. Importers cannot apply for Customs Union treatment or preferential tariff treatment in the Union with such an incomplete certificate.

The following should be declared upon import: customs procedure 4000 999, customs treatment 100 and customs system 1011 (KOLM).

Importers must return the incomplete certificates to the consignor of the goods, who will acquire the necessary signatures from the Turkish authorities, or a new, signed certificate. Importers may apply for correction after the adequate certificate has been obtained.

In Turkey, movement certificates on paper forms are still also verified during a transitional period until the end of 2018.
