Customs warehousing declarations to be submitted electronically

As of 1 June 2019, goods are to be declared electronically for the customs warehousing procedure. The declaration can either be submitted via Customs’ e-service or as a message declaration from the company’s own system. Customs only accepts SAD forms if Customs has granted the company an extension for testing message exchange. In the future, SAD forms can only be used for the fallback procedure.

Declaring requires that both the declarant and the representative has an EORI number.

E-service

  • Customs’ online service is free of charge
  • For logging in to the service you need a Katso ID with the roles ‘Customs clearance’ and ‘Company employee’.
  • You can submit your declaration in Finnish, Swedish or English.

Message exchange

  • means that the declarations are submitted as messages in a specified format from the company’s system directly to the Customs’ system.
  • requires an authorisation issued by Customs.
  • requires the acquisition of the software and testing with Customs.

An electronic declaration is submitted for goods arriving at a warehouse

An electronic declaration must be submitted to Customs when goods are placed under the customs warehousing procedure. The SAD form and the simplified declaration are replaced by a standard customs declaration. A presentation notification can be used by an operator who has the authorisation for entry in the declarant’s records (formerly local clearance authorisation).

The data in the standard declaration differs somewhat from the data in the SAD form:

  • New warehouse IDs are used in the declaration.
  • The commodity code of the goods must be entered at the level of at least six digits.
  • Possible restrictions regarding the commodity code must be declared.
  • The type of previous document and reference number must be entered more detailed than before.
  • The statistical value of the goods is mandatory; also for transits.

The electronic customs warehousing declarations receives an MRN

The MRN and the goods item sequence numbers received from Customs must be entered in the warehouse records as well as be conveyed to the person submitting the next customs declaration. The MRN replaces the warehouse deposit number as the declaration’s identifier. The warehouse deposit number can be used as the declarant’s reference number.

The holder of the customs warehousing authorisation must notify Customs of the ending of the customs warehousing

The customs warehousing procedure always ends with a following customs declaration. When the goods have been extracted from the warehouse, the holder of the customs warehousing authorisation must notify Customs of the discharge with an electronic discharge notification. The notification should have a list of the electronic warehousing declarations for which a declaration for a following procedure or a re-export declaration has been submitted.
