Customs implements internal technical improvements in direct message exchange software on 30 September 2017

The customer interface for direct message exchange will not undergo any changes. The new improvements are aimed at enhancing the reliability of message exchange.

The basic principle is that when Customs successfully receives a declaration from a customer via direct message exchange, Customs also processes the declaration up to its completion and then replies to the customer. The aim of the systems is to process declarations and generate response messages even during service disruptions. During possible disruptions, it may take some time before the customer receives a response, and one may arrive only after the disruption has ended.

Due to the changes, we especially emphasise that you should not send the same Upload request message again under a different identifier during service disruptions.

  • If you suspect that Customs has not received your Upload request message, you can still re-send the request under the same identifier.
  • If Customs has already successfully received your Upload request message under the identifier in question, the Customs system notes the duplicate request and replies with error code 500 and with the text “ApplicationRequest with duplicate reference received”.
  • If you do not receive a response message to a successfully sent Upload request by downloading it, and when Customs has not notified customers of any service disruption, you can contact the Customer Support of Finnish Customs who will, when necessary, examine the status of your declaration.

In cases of system failures, the technical guidebook for direct message exchange instructs message declarants to send a new Upload request message under a different identifier
(page 13, figure 6).

After 30 September 2017, the said instructions in the guidebook are no longer valid.

As of 1 October 2017, in system failures affecting direct message exchange, you should, for avoiding duplicates, use the same identifier for a single Upload request message until your system receives a reply from Customs with the code 000 and the text “OK”, or with the code 500 and the text “ApplicationRequest with duplicate reference received”. If there is an error in an Upload request message and Customs replies with an error code indicating the error in the request, the request must be corrected as before and re-sent under a new identifier. We will update figure 6 in the technical guidebook during October.

As before, also in cases where a response message retrieved by downloading indicates an error in the declaration, the corrected declaration must be sent in a new Upload request message under a new identifier.
