Changes to temporary storage as of 1 May 2016
New customs legislation will be introduced on 1 May 2016. As regards temporary storage, the biggest change will be the extension of the time limit for storage to 90 days. It will become possible to move goods between temporary storage facilities.
There will also be changes to the conditions that apply to authorisations. Customs will reassess the authorisations within the next three years.
Storage period
The time limit for temporary storage will be extended to 90 days regardless of mode of transport. If the goods have been received in storage on or before 30 April 2016, they must undergo customs clearance within either 20 or 45 days of presenting them to Customs depending on the mode of transport. The storage period for goods received on or after 1 May 2016 is 90 days.
Movements between temporary storage facilities
Goods in temporary storage may be moved between temporary storage facilities belonging to the same holder of an authorisation or between storage facilities of different holders of authorisations. The warehouse dispatching the goods must be authorised to carry out the movements.
Authorisation conditions and guidance
In the future, the conditions that apply to warehousing authorisations will be published in the form of customer instructions. The new instructions will enter into force on 1 May 2016. Customs’ regulations and customer instructions can be found on the Customs website.
Reassessment of authorisations
Customs will reassess the currently valid warehousing authorisations by 1 May 2019. The assessment can be carried out as part of the process for changing authorisations. There is no need for holders of authorisations to request a reassessment separately.
