Message declarants for customs warehousing have to update their systems at the end of 2020

There will be changes in the message declaration for customs warehousing at the end of 2020, when the customs declarations for import also change.  At that point, the message implementing guidelines for import, second phase will be introduced in the message declarations for customs warehousing. After that point, Customs will no longer receive customs warehousing messages in accordance with the current specifications. We will inform you of the exact date later.

The change requires testing and applying for an authorisation

Message declarants have to update their systems to match the new message implementing guidelines. Software suppliers, service providers and customers who transmit their own messages will have to test the changes together with Customs in October.

All message declarants for customs warehousing will also have to apply for an authorisation for message exchange. A new authorisation application for message exchange for import and customs warehousing will be published on the Customs website in the autumn.

What will change in message declarations?

The declaration schema will be the same for customs warehousing as for import. Examples of other changes in the messages sent by the customer:

  • providing the location
  • structure of the commodity code
  • structure of the supplementary unit
  • nature of the operator (declarant, representative and importer)
  • requesting invalidation using an invalidation request
  • additional information code 00500 will not be used: the importer must always be provided
  • providing the authorisation holder
  • providing the procedure in the presentation notification.

A request for amendment of a declaration will still be made using the message ‘Free-form contact’.
