The Electronic INF service for Special Procedures will be introduced in Finland on 1 October 2020

The INF service for special procedures was introduced in the EU on 1 June 2020. The service will be opened in Finland on 1 October 2020. Following this, the INF number must be applied for electronically from the INF service before lodging a customs declaration.

Note that Customs only processes INF applications on weekdays during office hours (8 am to 4.15 pm). An INF number cannot be applied for retrospectively, and it cannot be entered in a previously submitted customs declaration.In export and import declarations, the INF number is entered with the additional document code C710.

The new service replaces the paperforms (INF1, INF2, INF5 and INF9) currently used for special procedures. However, a paper form can be used if it has already been filled in and Customs has confirmed it before 1 October 2020.

When is an INF number required?

You need an INF number each time that processing starts with export (either outward processing EX/IM or inward processing EX/IM), or when the processing (inward processing IM/EX or outward processing IM/EX) concerns more than one Member State. The use of the INF number will also be extended to situations where goods are exported for repair under outward processing.

If the declarant does not have a standard authorisation for outward processing, the declarant’s own internal reference is used when applying for INF. The reference joins the applied for INF number to the export and import.

To use the service, you need a Suomi.fi mandate and an EORI number

Suomi.fi identification and mandates are used in the INF service for special procedures. If the CEO of a company does not handle customs transactions, the CEO must grant the mandate ‘Applying for customs authorisations’ to the person who handles customs transactions. The mandate must be granted before logging into the service. More information on identification and authorisations

The declarant must also have an EORI number. If your company does not have one, you should apply for one as soon as possible. More information on the EORI number and how to apply
