Clearing export goods through Customs

When sending or taking out goods to a territory outside the EU’s customs and fiscal territory or outside its fiscal territory, you may have to declare the goods for export, if

  • you’re sending goods for repair or replacement
  • you’re sending goods outside the EU and the goods are carried by a transport operator
  • you’re taking out goods temporarily for example to an exhibition or trade fair
  • you’re carrying goods owned by a business in your luggage.

When you’re sending goods for repair or replacement

  • You must submit an export declaration to Customs before sending the goods for repair or replacement.
  • You can lodge the export declaration yourself or authorise for example a forwarding company to lodge it on your behalf.
  • Note that it is important to lodge the correct export declaration (customs declaration with economic impact) and to use the correct codes, to ensure you’ll be paying the import duties and taxes correctly when your goods are returned. When you’re sending goods outside the EU and the goods are carried by a transport operator

  • You must submit an export declaration to Customs before dispatching the goods.
  • You can lodge the export declaration yourself or authorise for example a forwarding company to lodge it on your behalf.
  • Note that it is important to lodge the correct export declaration for the goods and to use the correct codes in the declaration.

When you’re sending goods outside the EU by post

Postal consignments are consignments that have been submitted to a post office and for which postage has been paid.

You must submit an export declaration to Customs for postal consignments worth more than 1 000 euros.  Export declarations are also to be submitted for postal consignments of lower value when

  • the goods are subject to export prohibitions or restrictions
  • the export declaration concerns a special procedure (e.g. when exporting goods for repair or when goods are repaired in Finland and then sent back).

Lodge the export declaration before submitting the parcel to the post office. Print out the export accompanying document (EAD) from the Export Declaration Service and place it inside a plastic pocket taped onto the postal parcel so that the text is visible. Postal Customs will certify the exit of the goods based on the EAD, which forms the basis of the certification of exit. You can print out the certification of exit by logging into the Export Declaration Service. 

When sending postal consignments that are worth 1 000 euros or less, you are to enclose either customs declaration CN22 or CN23.

When you’re taking out goods temporarily for example to an exhibition or trade fair

  • You must submit an export declaration to Customs before exporting the goods.
  • You can lodge the export declaration yourself or authorise for example a forwarding company to lodge it on your behalf.
  • Note that it is important to lodge the correct export declaration (customs declaration with economic impact) and to use the correct codes, to ensure that you won’t have to pay unnecessary import duties and taxes when your goods are returned.
