Changes to the timetable for the reform of the customs clearance system

In December 2017, the Commission and the Member States agreed on updating the IT strategy of the EU, which steers the customs declaration reform. The planned timetables for the transitional period require an amendment to the Customs Code, which is under preparation. If the amendment is passed, it means that the end date of deployment of the new customs clearance system, 31 December 2020, will be postponed for some declarations.

In Finland, the comprehensive reform of the customs clearance system will begin, according to preliminary plans, towards the end of 2018 with electronic declarations for customs warehousing.

The national changes to import declarations are planned to be carried out by the end of the year 2020, but centralised import clearance will be deployed in stages, according to preliminary plans not until in 2021–2025.

According to the preliminary plan, the export declaration reform, including centralised export clearance, will be carried out by the end of 2023. The entry declarations, for which carriers are responsible, are going to be changed in stages for the different modes of transport, during 2024 at the latest. The changes to transit declarations are also planned to be carried out in stages, so that the last changes will be carried out in 2025.

Finnish Customs will publish a new customer notice when the required amendments have been made and the Commission has confirmed the updated timetable.
